Hi , what is the difference between Linx Files and emmulator ? someone tell me is more expansive to have an emulator it is true ? On an emulator can we modifiy item , monster , p2 , map , string.dta , quest , etc ? Why it is most easy to have emulator than linux files and lot people like better linux files ? Thank you for help me and sorry for my so bad english

What do you mean at all? If you are able to write your own emulator, you can do it. And thats for sure will be more useful than compiled files, because you can do with it whatever you want [if the client allows it]. But it also depends what programming language you are going to use, C++ emulator will be better than C# for example.
Also it depends on operating system, for linux or windows you will write it. In my opinion, server files must be based on linux, not windows.
A lot of people like linux files because they are already compiled and ready to use. They even dont like it maybe, they just using it because they dont have a choice o.o
Why it is most easy to have emulator than linux files?
Because with emulator you have source, and with linux compiled you dont.
So there is a very big difference between emulator and linux files.

if you want to run a server, dont use emulator.
if you only want to play on your pc, use emulator if you prefer it.

It depends about which emulator you guys are talking. I am talking about the self-written emulator from scratch (not Wizateks one)
But if you are talking about Wizateks emu - this emulator is not ready to use and it needs hard work to get it fully working.

And scratch emulator is public ? Have you the link ? If i had this emulator i can run a server ? And not with otherone emulator ?

Brrr.. "from scratch" is not an emu... Well, dude, if you want to have a good emu - write your own.
