i dont see any big different in 3.0 and 4.0 only thing i can tell by the pic is the lay out and the mysql set up

I think he wont release it, only if he has a newer version.
Since yeah as tool maker you keep the newest for yourself
Maby one day he release it in the release section.
But yeah the version 4.0 looks great.
