You use LoginServer AND Gameserver fro, this v13 Package ?
I use it too and dont have this error.
Look in this forum about offsets for nation in Login and Gameserver and you must use the Files from the v13 Package for the client folder Bin and Data.
in that package is a folder with gameserver-editor and there you can see the offsets for nation too.

i think this problem is due to port you try to use is being used yet

Invaild Version problem can fix with you need start LoginServer_usa and not the LoginServer in 6.LoginServer folder,and you dont get more invaild version.
