You can create a new map? I mean a completely new map instance i think a flat, mountain & river is possible? I create a map? Thank you.

Pretty hard, since there is no official editor around.

Closest you can do to editing maps is individually editing the separate models/textures inside the maps folder. Then you can use Wizatek's .sat editor to set new boundaries for the new models. So in a way you can make a new map, it will just be limited on the base map's structure (hills/mountains/rivers/etc.)
