iv tried the tool iv tried the commands and i see another post on it but i still cant get it to work

Easy way, get a t_npc from the same client you use and replace it for the one you got. Then make the rates as you want with the commands in navicat.

to decrease the exp rates, type this into the console:
UPDATE t_npc SET a_exp = a_exp / 1;
Replace the "1" with any value you want!
