I can't use any tools that should be connected to the database. can someone tell me why and is there a solution here, has anyone had the problem before? Thank you

Without any specific errors there is nothing we can say to help you really..
Could literally be anything, wrong settings, your sql service isn't running, user not allowed, user does not even exist etc.
It's like asking "why is my car not driving" essentially

Sounds like your user simply does not allow outside connections or the port is not open to freely connect.
If you would give us an error message we might be able to say more.

Example at Quest Editor. and that doesn't work with any tools, what surprises me is that it connects to Navicat
