Animation Editor/Creator/Exporter/Importer?

Hello my question is  simple is there a way to know how to create animation /export from others games to make totaly news i have see someone say this editor cost 500$ but i don't know if is real of fack maybe some of you can explains a litlle bit more about these things?

There is a plugin for 3d studio max from the Serious Engine. 

The source code is also available, so i am sure it can be changed to work for lastchaos.
