Sorry to tell you, but DMCA is only available in US, I think its much better to refer to International Copyright Law/Intellectual Property, for out side or US.
DMCA was established n the USA, but people outside of USA still abide by it. I threatened EPvP (based in UK) with a DMCA and they wiped my posts and account in under 24 hours.
