hey is there any way to make it so i can give a certin level p2 pet out to all the players from a quest if so how? or any alternatives say i want to give a evolution 3 polar bear level 50

There is a different id for each evolution of p2 pet. 

So u can just give the itemid that represents that evolution with a quest, should work normally.

But its not possible to give them a certain level.
