[TOOL] Element Flag Encoder

Releasing a private tool written by me some times ago, when i was looking for the attribute system. It allow you to calculate the flag for the mob's element.

This is not the final version ... i had one more advanced but idk where is gone ... btw this still do the job, so ... free release ?

Code if someone need to dig a bit, too lazy for a public share ? .. yea some struct could be enum and some other could be managed differently, i did it after, but i lost the latest version ?

I just found the original source code for this project (in my old laptop), and I thought about update it.

The content of this patch doesn't change core parts and can be ignored (old version still do the job). This version just touch minors changes lited as follow: 

[New version 1.1 release]

- Adjusted the UI render and metro style (metroframework is strange sometimes, and doesn't render the UI correctly. This should fix this kind of errors).

- Adjusted the combo-box items in order to be more clear

- Optimized the code and removed the redundant code (structure)

- Minors typo fix
