I solved the problem by doing the following:

 

 

First, completely disable the "firewall" in Windows, delete the service corresponding second restart, and lag free.

Use any other firewall program

note: i try this in win server 2008 r2

The problem is not the firewall but the auto restart programs.

They run it as process in the restarter program.

With .net restarters this is a bad idea.
