Noziys Ep2 Website problem

Hi guys Im getting the problem with Noziys Ep2 site any idea how to fix it

this error will mean open_basedir is not allowed btw blocked btw at your hoster(or in your php settings) .by the way C:\Inetpub ?Is it the windows IIIs Webserver?If yes then you have to edit your phpsettings

i wrote this in xampp 1.7.7 , i must say sorry that i not tested at linux, but most of all working on linux... so...

 

EDIT: I not used linux and not know so much in his features and which code must use for work on linux i was webmaster and i know how to build template but, i`m new in php and for me all is hard... i`ll learn much php and i think i`ll make many designes which will helps ppl make better site
