I was bored and made a new IP Tool

It edits the sl.dta, lccnct.dta and vtm.brn all at once.

I have 1 problem with this it does not save the port still have to use the old ip.exe ;( great job by the way. saves all the other info but the port might just be the new client. Thanks 4 all the hard work
