If your running on a single core machine, with the client and server on the same machine. The client will hog the 1 thread your machine has and bog the server. In result the client sends login packet, but server is too busy trying to catch up on 1% processing power that by the time it responds to the client, the client has timed out. Try throttling back the client 30% and try again.
