reading zoneflag.lod

hello, i am trying to read structure of zoneflag.lod but i cant read it because the most of numbers are 0 and file is different than in db in t_zonedata. could anyone help me with structure? P.S. here is a screenshot of zoneflag.lod. 2 most of numbers are like these (zeros) |
