I just learned c# about 6 months ago by just starting and trying stuff.

 

2) Is it possible to make such an emulator for Microsoft Visual Basic 2010 Express

Its possible to do it in any language. even Qbasic if u want.

 

3) How do you server? A console application? #

yes, can, but u can also choose a winforms application altough a console application is a better idea

 

4) How difficult is it to do this emulator? #

hard to say, depends on yourself.
