Effects editing?

Hi

 

Does anyone have an idea about how to edit the game effects such as the ones from skills like fire lightnings, etc to add more and stuff like we do with the models alredy for weps, etc?

I guess itd be in effects.dta but still cant find out how a tool would edit that or anything
