Stubborn NPC

Hey

I'm relocating some NPC's, and there is a few NPC's that apparently feels like they just belong in their original place. 



 

This is Randol Knights Supply Merchant Pero, he's one of these stubborn NPC's. He is found in t_npc_regen, but stands out from the rest with his values looking like this 





When I type in the values I want, he duplicates and I have two working Peros in my city. The other stubborn NPC's are Polly, Magical Shopkeeper and Geres. 

So my question is: does anyone have any experience with this issue?
