Hi,
There are plenty of guides on here on how to compile both client & server sources for EP4 servers. It's all about setting up your environment correctly and having the right paths and dependencies at the right place. Might be tricky and looks hard, but it's just a matter of "spend time figuring this shit out" and then you're done.
Dev Tool pack is open-source, I believe. I've seen it on Github. you can get it there and re-compile it for yourself and fix any error you might have.

Max upgrade as well as starter items are both coded server-side, you can update the code, compile, and voila.

As for most "traditional" EP4 tools, you can find most of them here : 2
Or you can make your own, once you figured how the client loads the files it's pretty easy.
