once the scheduler gets enabled does the server need rebooted?

You can enable it on 2 ways.

1 via a query, that will only run until the server is rebooted.

1 via my.cnf but that requires the server to restart.

 

So if you run the query, and add it to my.cnf without restarting yet, then you are set
