Open Xampp Control Panel and you should see MySql and if its running or not, if its not running just click start.

well you see the orange x in the bar down by your clock, left click it and the dashboard comes up and youll see whether mysql started up or not. if you loaded up the database though it should be running so try shutting off any firewall or AV software. If that helps then put the server in the appropriate whitelist
