I realized that I need to change in skill.cpp but I don't have it, can I download it? I only have sources for compiling the client.

You need to change both server and client side code to have the old cooldown system. Check out the server side release section

Возможно найти выпуск сервера рабочий и не  с битой сылкой.И вообще есть ли обзор видео как делать.
