Is there anything wrong with these flags?

I was going through the ep3 itemall, and I was wondering if a negative flag is not supposed to be there?  Im asking this because Ive never seen them in the ep2 itemall file.  (2)

Negative flags are fine, they are typically flags of items not allowed to be reformed Ive noticed but its not always true. Anywho, yes its fine.
