What is t_hack_characters?

Can someone tell me what t_hack_characters is?  There is a Barunson Games tool for it, but its not compiled.  Id like to know what its for, and if it can be useful for anything.

With the right helper it logs if someone have hack pulse(useless). On older version it logs attackspeed too.
