what is magicspeed?

Question is above, i wanted to mess a bit with skills speed but magicspeed doesnt seem to be the right way.

you mean animation speed skill? explain a litlle more what you mean with magic speed ?

I found magicspeed when i tried to mess with the skillspeed.. I have no idea what magicspeed is for so I thought someone in here probably knows

 

Yes i mean the speed of the animation. I wanna make all skills slower than they are by default
