How to Edit the skills_usa.bin and sskills_usa.lod ?

hello all , i try the program developer studio but does not work (the file skills_usa.bin yes read but not save)

 

I would like to know how to edit these 2 client files

You will need a custom editor or edit them by Hex if you know how
