Npcs don't show Strayana

Hey guys, the npcs in Strayana don't spawn... I've already changed t_npc, t_npc_regen, t_shop, but only the npcs of the city that don't appear. What can it be?

ylayer for the npc's   under t_shop for strayana  = 0
