Theres your problem, not understanding a hex editor .... get a simple one like
HxD Hexeditor load the file into it .....
goto Search then in the tab Search there is a GOTO option ....
here is where you enter the OFFSET ..... or Hex value ....000991BF
iam using the offset ....Start lvl:Int32:000991BF
you need to convert this into Decimal our have that Hexit program i added to my other releases ...

So if you want to change the start level lets say 50 then you would change the decimal vale in hexit and it will give you the Hex Number
00000032 so changing the value there ON the Hex side to 32 then start level will be 50 ....
