MySql problem

1.Check Ip if it Binded To his pc 

2. Check if it Your Pc Ip

3. He Did Not do it right

4.Or Doesn't know what he doing xD jk

5.check if Firewall not blocking port 3306 for Navicat to Connect

6. or other Option Just use phpMyAdmin

7. if all fails den there a big problem
