Server never when over 65% CPU.
Running other stuff as well.
If you know how to optimise then you will be fine.
You cant optimize a single core that runs a single thread. Tho it might be fine for 30 players, I can guarantee when server driven events kick in, or you hit the right amount of players, the machine will bottleneck. Try to understand no ones saying the VPS machines your offering suck, they just suck for the game your implying to run on them. To give you an example them arent even big enough to run a 32 slot BF2 server. You might be able to run a 18x18 Modern Warfare 2 server from 2 tho.
