mm well this is the zoneflag file as it is, there are 2 uints for every npc, translated to 32 bit binary, 1 is checked, 0 is not checked
Sadly there isnt more info in the file, i wonder also how the teleporters above zone 31 work.they are int64 in EP2 (after tarian patch), or you just split it into 2x int32 like in my Dev studio:
